Study immigration news, fall 2026: graduate visas and the application calendar
2026-09-27
What changed for master's and PhD applicants this season: Canada's exemption from the provincial attestation letter, IRCC's spring 2026 permit figures, and the US enrollment outlook for fall 2026.
The fall 2027 application season is already open. Deadlines at many research universities fall between December 2026 and January 2027, while the visa rules behind those offers have moved. This is a news summary for people writing to professors, not legal advice. Check the official page before you pay a fee or book travel.

Canada dropped one document for public master's and PhD programs
From 1 January 2026, a person applying for a master's or doctoral degree at a public designated learning institution does not need a provincial or territorial attestation letter (PAL or TAL) with the study-permit application. That is the rule published by Immigration, Refugees and Citizenship Canada. Quebec still has its own provincial requirements. A letter of acceptance is still required, and so are the other study-permit documents, including proof of funds.
IRCC also says doctoral study-permit applications are to be processed in about two weeks. That is a processing target, not an approval.

More graduate permits were issued, from fewer applications
University Affairs reported on 11 September 2026, using IRCC figures extracted on 18 August 2026 and rounded to the nearest five:
- New study permits for international master's and doctoral students, April through June: 6,455 in 2026, against 3,085 in the same months of 2025.
- Extensions of existing graduate study permits in that window: 8,035, against 3,935.
- Together, permits issued rose from 7,020 to 14,490.
- Applications for a new or extended graduate study permit fell from 26,820 to 23,480.
IRCC told the magazine that master's and doctoral permits were 12 percent of study permits in 2025 and 21 percent so far in 2026. The 2026 cap notice keeps a cap on applicants who still need a PAL or TAL. The graduate exemption sits beside that cap. It does not remove it for college and undergraduate applicants.
The same report says the University of British Columbia saw international graduate applications rise 15 percent in 2026, and doctoral applications rise 30 percent, with strong interest from the United States, India, Nigeria, and Iran. Those are applications, not offers. The University of Toronto said it had raised support for PhD and doctor-of-juridical-science students to 40,000 Canadian dollars, including tuition, for about 2,800 students.
The United States is a different story
On 11 August 2026, NAFSA published a projection, not a final census. Using institution surveys, it estimated as many as 111,000 fewer international students at US colleges and universities in fall 2026, and up to 3.4 billion dollars less in direct spending. NAFSA also cited a 21 percent drop in international applications to US doctoral programs and a 17 percent drop in international doctoral admissions, from the Association of American Universities Data Exchange, and a 9 percent drop in international submissions on the Common App for the 2026–27 cycle.
The same page says a 16 December 2025 executive order restricted nationals of 39 countries, with no exception for F student or J exchange-visitor visas, and names Iran and Nigeria among them. It also says a July 2026 rule that would have replaced "duration of status" with a fixed admit-until date has been blocked by a court while a lawsuit continues. Orders and injunctions move. Read the current State Department notice before you treat a refusal, or an approval, as settled.
A calendar, not a slogan
For entry in fall 2027, many PhD programs in Canada and the United States still ask for materials in December 2026 or early January 2027. Some departments are rolling, and a few master's programs decide later. The date that matters is the one on that department's page, not a round number repeated on a forum.
A policy change does not write the email to a professor, and a faster visa queue does not replace a letter of acceptance. Keep the call, the deadline, and the person you wrote to in one list, and follow up when two weeks pass with no reply.
