Applying news, October 2026: U of T’s $80k PhD scholarship and the fall 2027 calendar
2026-10-07
University of Toronto launched a Presidents’ Impact Scholarship at $80,000 a year for four years, with the first cohort in September 2027. Plus a short US PhD admissions and visa update for the same season.
The fall 2027 PhD calendar is open. Many research departments still want materials in December 2026 or early January 2027. In the first week of October 2026, one Canadian funding story moved the map for people writing to professors. This is a news summary, not admissions or immigration advice. Read the university page before you treat a number as a promise.

Toronto: $80,000 a year for a new interdisciplinary PhD cohort
On 5 October 2026, the University of Toronto announced the Presidents’ Impact Scholarship Program. The package is about 100 million Canadian dollars in total: a 50-million anonymous gift matched by the university.
What the page says about the award:
- About 12 or more PhD scholars each year, drawn from Canada and abroad.
- 80,000 Canadian dollars per year for four years — funding the university compares with top Ivy League packages.
- Each year a shared theme (examples given: AI and Health, or Sovereignty and the Arctic), so the cohort works across disciplines on one societal problem.
- Two faculty supervisors from different disciplines, plus an external engagement (government, industry, or an international placement).
- Selection looks at academic strength and a record of innovation or real-world problem-solving.
- The call for applications was not open on announcement day; the university said it would issue the call soon. The inaugural cohort begins in September 2027.
That last line matters for anyone mailing professors this autumn: the scholarship is part of the 2027 entry cycle, not a portal you can fill out tonight. Watch the School of Graduate Studies pages for the call, and keep ordinary department deadlines on a separate list — most PhD offers still come from a lab or a departmental pool, not from a single named fellowship.

Why the number is loud in Iran’s applying season
Eighty thousand Canadian dollars a year is rare as a published sticker price. It does not replace a supervisor match, a research statement, or English scores. It does mean that for applicants comparing Canada and other destinations this month, Toronto is advertising a funding level that changes how people shortlist programs.
If you already track professors, put “Presidents’ Impact — call pending” next to U of T and set a reminder for when the call appears. A scholarship you miss because the call opened quietly is still a missed scholarship.
The United States, same week’s context
Two US developments sit beside the Canadian funding news for fall 2026 / entry 2027 applicants.
Fewer PhD seats. The Association of American Universities reported that 55 member universities admitted 15 percent fewer doctoral applicants for fall 2026 than for fall 2025 — a second straight year of contraction. Domestic PhD applications rose about 3 percent; international PhD applications fell 21 percent. The association links the drop to research-funding uncertainty and a harder climate for recruiting international talent. Fewer offers is not the same as “no offers,” but it is a reason to widen the country list and not stake the whole season on one US department.
Fixed stay, not “duration of status.” The American Institute of Physics summarized a Department of Homeland Security final rule published 17 July 2026 and effective 15 September 2026: F and J admissions are capped at a fixed period tied to the program and no longer than four years, ending the old practice of staying for the full length of the degree without a formal extension. PhD programs often run longer than four years; extension is then a separate USCIS step (or a new visa from abroad), neither of which is automatic. AIP notes that about 97 percent of international students take more than four years to finish a PhD. Rules and court challenges move — read the current State Department and university international-office notice before you plan travel.

A calendar you can act on
For entry in September 2027:
- Department deadlines in Canada and the US still cluster in December 2026 and early January 2027 for many PhD programs. That date is on the department page, not on a forum thread.
- U of T’s Presidents’ Impact call was still forthcoming as of 5 October 2026; treat it as a second track beside ordinary applications.
- Professor email still comes first for research PhDs: one paper read, one clear ask, one row in a tracking list. Funding news does not write that email.
